Allow Finance (submit only) role to make transfers from Aspire USD account.

I would like to be able to submit transfers in the USD under my Finance (submit only) role. This way, the admin can easily approve and not go through the hassle of setting it up on their own.

Dear Customer, 
Thank you for taking the time to share your feedback. 
We already have the feature to allow finance submit only users to submit payment from the USD account. However, it is currently limited only to USD to USD transfers. We are working on enabling this for USD account FX transfers as well. Though we do not have an ETA at this moment, we will keep you posted on developments.
